You must achieve Livery or higher nobility rank and have not reached the maximum allowed cities or the rank.
Step 1 : First conquer a plain, after successful conquer , recall the conquering army.
Step 2 : Dispatch a hero you wish as the Castellan of the new city along with enough troops to carry at least 10k of each resource, including 10k gold. While labours have the highest load and lowest food costs, they are slow, some people prefer transporting via cavalry which are faster if the cities are far apart.
Step 3 : After arrived , go to Government -> Wilderness -> View -> Build a City
Tip: Make sure to build a rally point as soon as possible in the new city to move back the armies you used to transport resources to avoid mutiny.
